Marion County Emergency Management is looking for a program coordinator that will focus on volunteers and equipment, while supporting training and exercise and other program functions. We are looking for someone who understands the importance of volunteers to an emergency management program, primarily CERT and AUXCOM. We are looking for someone who is detail oriented and open to learning more about Emergency Management.
 
This Emergency Management Program coordinator will be the lead for managing the county’s emergency management volunteers, through logistics, training, meeting support, tracking, and deployment operations. This position will have some regular meetings that are outside normal business hours, and the schedule will be adjusted to maintain a balance. This position will also be responsible for the tracking when equipment is in the shop for repair or maintenance and for operator level upkeep of the Emergency Management programs equipment, including but not limited to generators, light plants, trailers, vehicles, EOC supplies, laptops, and other technology.
 
This is expected to also be a learning position. The Program Coordinator will attend Emergency Management related trainings, conferences, organization functions, meetings, exercises, and events. This position will support the other Emergency Management employees and functions at the county and cover the entire scope of Emergency Management.  
 
GENERAL STATEMENT OF DUTIES
Perform a variety of technical and professional tasks related to the development, operations, and monitoring of a department or county wide programs that includes actively participating on special task forces and community boards or committees.
 
SUPERVISION RECEIVED
Work under the general direction of assigned management personnel, with additional recommendations from task forces and community boards or committees.
 
SUPERVISION EXERCISED
Supervision is not a responsibility of this classification; however, incumbents in this classification may exercise lead responsibilities over one or more employees engaged in closely related duties and volunteers of the program.

 

Typical Duties - Duties include, but are not limited to the following

 

  • Manages the Emergency Management Volunteer Program. 
  • Responsible for supporting and growing the volunteer pool, including training, meetings, exercises, and events. This will include after-hours and weekend events. 
  • Works with County Volunteer coordinator to identify background checks requirements, position requirements, and program management. 
  • Maintenance of volunteer status that includes volunteer hours, training, and service descriptions. 
  • Ensure volunteer job duties are within the course and scope of their abilities. 
  • Participates in the development of the volunteer budget, tracks revenues, expenditures, and account variances. 
  • Provide recommendations to Emergency Management Director and/or designee related to volunteer discipline. 
  • Conduct pre-planning activities, including budgeting for all events involving volunteers, and acquiring approvals for deployment from the Emergency Management Director.
  • Manages Emergency Management equipment including deployable resources and Emergency Operations Center equipment. This includes inventories, coordination with fleet for maintenance and repairs, tracking systems, software updates, and operation of the equipment. 
  • Research and recommend new equipment, services, and items to support the county-wide program.
  • Assists in development and facilitation of emergency management exercises for county government, cities, and community partners. 
  • Assist the Lead Exercise Planner with scheduling and coordinating meetings, finalizing exercise plans, taking exercise notes, draft hotwash comments, after-action reports, and develops improvement plans. 
  • Completes required documentation as applicable. Including EMERS and EMPG reports for grant compliance.
  • Works in conjunction with the Emergency Preparedness Coordinator in research and maintenance of program plans. These plans may include Emergency Operations Plan, Hazard Mitigation, Mass Casualty, Mass Fatality, Mass Care and Sheltering, Evacuation and Continuity of Operations plan.
  • Assists and/or prepares Board of Commissioner paperwork for Management Updates, Work Sessions, and Board Sessions. Prepares and disseminates meeting minutes for a variety of Emergency Management meetings.
  • Coordinates with Finance and PW Accounting in preparing, monitoring, and administration of various Emergency Management contractual service agreements and/or vendor contracts.
  • Participates in the development of the program budget; tracks revenues and expenditures and accounts for variances; participates in the development of grant applications and the monitoring of grant fund expenditures.
  • Attends relevant training to build competence and support Emergency Management operations, emergency operations center activation, and emergency response activations. Further conducts and supports program related training and presentations for internal and external customers.
  • Learns and supports the technical systems of Emergency Management including: Everbridge for the Marion-Polk alert notification system, Teams, Fleet Management, Volgistics, and other relevant software and systems. 
  • Represents Marion County as an active member of the Region 2 Healthcare Coalition. Attends the meeting with or without other EM staff. 
  • Maintains and updates a current desk guide (processes of duties). Regularly cross trains with the other Emergency Management Staff. Provides backup support to promote the goals of the program and general preparedness. 
  • May assist PW PIO with materials for social media platforms for the program: Twitter, Facebook, Instagram, Nextdoor, GovDelivery and others as it relates to Emergency Management program.
  • May be required to work beyond the normal work schedule, depending on the needs of the department. Schedule may vary, flex, or have overtime to accommodate volunteer events and needs.
  • Participates in advanced incident command training and drills to maintain proficiency in EOC operations. 
  • Assumes any position as assigned in the EOC, up to and including command staff.
  • Other duties as assigned by your supervisor.

 

Requirements for the Position

 

EXPERIENCE AND TRAINING
  1. Associate degree in public or business administration or a closely related field; AND
  2. Two years of responsible experience in program coordination, planning, development and evaluation; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.
  • All positions must pass a criminal history background check. Conviction of a crime may not necessarily prohibit employment. PHYSICAL REQUIREMENTS 
Operates a motor vehicle; stands; sits; moves about the work area; bends forward; climbs 1 floor of stairs; lifts and carries up to 30 lbs.; moves carts weighing up to 50 lbs.; operates a keyboard; rapid-mental/hand/eye coordination; speaks with a clear and audible voice; reads a 12-pt. font; distinguish colors and shades; hears at a normal speech level; and may work in areas exposed to heat, cold, and humidity; possible risk of OSHA Blood/Body Fluid exposure.

 

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program.  Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.  Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
